Sometimes you give the impression of wanting a processor designed to your specifications exactly. However, if all you need is a macro package, life shouldn't be that tough. If none of the standard tools is adequate, you ought to be able to have one written to your specs in about a week no matter what your requirements are, either as a separate preprocessor or as part of an existing assembler. A competent grad student won't cost anywhere near $30,000. Neither would a consultant charging "the usual exorbitant fee".
