You might be able to do this by modifying the "MISC_SH_DEFINES" value in the
conf/EDITME file.  Something like:

MISC_SH_DEFINES='
CC=gcc
'

I use this to redefine LIBS, and it works fine.  Haven't tried to redefine
CC, though.
