where is the error generated, if on the local machine then your uucp
mail is not reaching the host with the modem
put in an S0 that states 
R$*.$*.UUCP           $#ether $@modem_host$:$1@$2.UUCP
that punts all UUCP mail to the machine with the modem via the ether.

 your uucp node should be able to reach the outside using 
modem_host!user@host.domain and thus forwarding the mail to the
host with a modem which should handle the mail  from there.
