I certainly don't want to speak for the vendors on this; I'm sure they'll do it themselves. This is just my best guess of course, based on meetings at IETF and such. Note that it's a little tricky to implement variable length mask support unless the IP forwarder is designed to support it. Most of the vendor's I know who are supporting OSPF have or are rewriting their forwarder code, and this is a major change in the way their routers work, so it takes more than just OSPF itself if your forwarder doesn't support this functionality already.
