The NEW NCSA Telnet for the PC 2.3 is in beta release, as I have previously
mentioned in this notesfile.  We do support the packet driver interface and
there are many other enhancements we have made to our product.  The directory
to look in is: NCSA_Telnet/PC.2.3beta on our ftp server.
