Not true, the 65802 doesn't have certain pins that the 65816 has so that it can
be a plug-in replacement for the 6502.

Software-wise the two are exactly the same, except for a few instruction times
and that the 65802 thinks that every bank is the same -- it can only get at
one bank through its 6502 pinout.
