The secret is where it says, "ANSWER = PREAMBLE".  At least, it does
on a Mac.  If you have solved the cypher, then you know what the letters
	A, B, E, L, M, P, and R are.  For exampke, if  they are
	N, E, W, O, R, L, and D, then
you would enter
	L D W N R E O W
and hit return.

Break up the messages as follows:

which translates to, "I am a secret message. To solve me, put me in the
correct order."
