Does vipw enforce some (small) limit on the number of changes that can
be made to the password file at one time?  I was moving users from one
file system to another and it seems to reject my changes if I changed the
home directory of more than two users per vipw session.  A real pain.

I've never noticed this to happen under similar circumstances under,
e.g., Ultrix.
