Every time I attempt a WHIP file download, it gives error number 347,
which, according to the doc, indicates "File transfer timed out due to
implicit logon timing problem, incorrect logon-ID, incorrect password, or
other implicit logon related problems."

Well I'm not using implicit logon!  I have tried it two ways:
   1) Login to host, Control-C out, and run fxfer program.
   2) Login to host, Control-C out, and run a program to call fxfer function

Case 1 gives 789-347 message.
Case 2 gives a stat=347.

When I reconnect to the terminal-emulator, the terminal screen appears to be
in the middle of the download; after I hit enter several times, I get back to
the READY prompt (I'm using TSO on the host).

If I manually enter IND$FILE on the host, it reports that I am running
version 1.1.1, with PTF UR23648.

Any help would be greatly appreciated.
