That's how a 4014 works. A 4014 can be set to stop the display at the bottom of either the first page or the second page. Two page mode is useful with the 4014's two smallest character sizes. IMO an xterm 4014 window should offer options suitable for the lower resolution equipment it is usually run on. These include scrolling and/or writeover options. Many displays cannot display 160 characters per line in a font that is comfortable to read. It would also be nice if xterm's emulation of 4014 vector drawing were not so dreadfully quadratic.
