It seems to me that if it's too hard to grab with the mouse that one
could/should use the keyboard.  1.1 has a comprehensive set of keyboard
bindings for scrollbar control.  Also, when it comes to fine
positioning of scale controls, one is often forced to use the keyboard
rather than the mouse.
