Elm seems to be confused about whose mailbox to look at when refering to
root ids that are not root.  For example, our usenet accounts is a root account,but it is not *root* per se.  Mailx performs properly and examines the
/usr/mail/usenet mailbox for mail to usenet.  Elm, however, looks to
/usr/mail/root for this info.  Elm is wrong.  

How can we fix this?
