Access plus is a mail user-interface that runs on PC compatibles and has
a proprietary transfer protocol that can be used either with the
commercial attmail service or a compatible program that can be run on
certain AT&T unix machines.

If his transport is directly through the attmail service, you would need
a subscription to the service yourself or a route through some unix
machine willing to forward (unlikely, since attmail has a per-message
fee).  If his organization maintains their own unix host for the
access plus users, then he can address anything the unix mail transport
can handle, although by default it will attempt to check addresses
against the uucp Systems file.
