It took forever to release 2.5 to the world at large (largely prompted, I think, by the fact that Hitachi is a major sponsor of OSF, and it would have been mighty embaressing if they weren't allowed access to OSF/1 for export license reasons). It has been exportable for a while; we have it, and our parent company, Mitsubishi Electric, has it. I have heard that there's no particular reason why the technology is being withheld - it's just that a lot of the work was done under DARPA contract, and the DOD and the DOC don't talk as often as they need to in order to get the required export license paperwork through. Dumb? Yes. Silly? Of course....we're dealing with the Government here ! To contribute to the rumor mill....I heard from a researcher in Sweden that they were getting 3.0 in a few weeks.
