Harrumpth. I'm glad for you and add fuzzballs to the list of ARP-keepers.
There is at least one protocol (NTP) that ratchets poll interval up to
17 minutes. There is at least one vendor (*) that caches-out ARP entries
every 14 minutes. There is at least one sucker who spent some days chasing
that bog down. Read your SHOULD as REALLY, REALLY SHOULD.
