Well, I definitely need a lot more than a dozen ships, but I have completed it. In fact with practice, one can start at the beginning and arrive at level 60 with more than 30 ships, which is sufficient. (Of course you need to set aside more than 2 hours of time - sure wish I could save a game!) Anyway, you pretty much need to take a 2-pronged approach; the passage in the center is next to impassable, due to the strong wind nearby. Other than that you just have to practice a lot. With practice you can usually destroy at least one enemy per ship. Just practice patiently. You need to learn how to orient the ship and just the right amount of fuel to use to make it thru the narrow passages.
