Robert Skinner (robert@sgi.com) had the best idea:

startup workspace only from your user.ps or profile.ps. That
way you will only get workspace when you own the window manager.

He suggested this postscript incantation:

/RestartActions [
        { (workspace) forkunix }
] def


I think that that is the solution (until sgi changes over to X).
