I don't know what DEC has planned in this regard, but you should be able to
run most of the X11R4 utilities and X11R4 based applications using the DEC
supplied server, even if it is still based on X11R3 (or whatever).  We do
this now using UWS2.0 and a few X11R4 utilities and twm.
