You don't say what machine you are using.  On a DECstation3100, I have to
type Control-Q in order to have keyboard input reach the console login prompt
after killing xdm.

Read the xdm man page.  In R4 you can create a binding to the abort-display
action.  I don't know whether that action exists in the R3 version of xdm.
