Two useful references for people wanting to build their own
programmable logic programmers.

Cypress has programming specs in their databook (at least the 1988 book).

Electronics + Wireless World, February 1989 has an article about the
design of a programmer for Cypress 16[RL][468] UV eprom programmable
logic devices.
