What I am looking for is something that will compensate for varying H/V compression ratios.. (i.e. I might want to cut an image horizontally 3.5 times and vertically 1.8 times). In other words, what I am looking for is an algorithm to take an indefinite size 1-bit bitmap, and shrink it (if needed) to fit 640x480x1.
