Sun employees can get it via the usual internal anon ftp site. FLOW was not posted (and is the 'good part'). This is a "reverse engineering tool" to use the COBOL lingo, viz. makes old code more readable and maintainable. I have not used it myself. SPAG I have reviewed SPAG, short overview is that SPAG is quite handy ... alas not very unixlike (fixable with some shell programming).
