After having received a couple of nastygrams about this from people who should really know better, I think I understand the confusion -- which was predicted over 2 years ago in section 2.1 of RFC 1034, "Domain Names - Concepts and Facilities": The terms "domain" or "domain name" are used in many contexts beyond the DNS described here. Very often, the term domain name is used to refer to a name with structure indicated by dots, but no relation to the DNS. This is particularly true in mail addressing. A UUCP-only site, in order to make indirect use of the DNS, must route mail to an Internet host. Such routing cannot possibly use the DNS (as defined by RFC 1034) in any way that could be construed as "pure." If, on the other hand, one considers the DNS as nothing more than a means of addressing mail (having naught to do with routing), then UUCP-only sites can easily do "pure DNS mail" by supporting only addresses of the form "user@domain.name".
