The nature of the article was blatantly commercial, and not within the guidlines for the use of either Federal Reserve computers or usenet itself. Coincidentally, July 20 was the last day of Mr. Goddard's employment at the Board; the article was posted in the last moments of his access to our system. The Federal Reserve does not condone such an act and has not had difficulty with such behavior in the past. Over the next few days, all Federal Reserve employees with access to usenet will be reminded of the limitations on the use of its computers and of usenet.
