Is there a knwon extension to FTP that allows a reqestor to request a
dispatching priority level from the target host.  For example, 
transfering very large files at night. A trickle-across mode is 
useful so as not to interfer with other users. If such a service
doesn't now exist it might be suitable as an additional parameter setup
during session initialization. Has this been considered before?
