Supported implementation? No. Halfway functional? Yes, sort of. People have played with putting ATK on NextStep and on OS/2 PM. Here at Bellcore, we're playing (part time) with getting it to run on the MGR window system, which is still widely used at Bellcore. So the answer is, average mortals can't use ATK on anything but X, but occasional people can do so, and the ability to port it to future window systems still looks like an advantage to those of us who retain reservations about X11.
