The solution had to do with connecting the modem to, say a DMF32 port that has modem-control on it (not 2 through 7), so the modem is on a TXAxxxx terminal (in the same way in which you might hook up a direct-connect LA100). The posting also had VMS-specific program(s?) to utilize the new service.
