There is a limit of 8 open CS/80 devices, irrespective of the number of buses. There was a version of the code for 6.5 that had a limit if 16, and there may be one for 7.0. I'll poke around on monday and see if I can find it. Since this is unsupported code, we'll need to involve your local HP SE when we provide it. Please have that person contact me.
