I don't know of any Public Domain software, but you might be interested in
the C/Database Toolchest from Mix Software ( 1-800-333-0330 ).

The package contains routines for converting to and from Dbase III files
along with a pretty good ISAM file manager.  The price is $19.95, and they
probably should have charged more to avoid the perception that this is
"cheap" software.

I recommend this package to anyone who is interested in learning about data
base internals.
