In part, because is is a HUGE file, and it saves a considerable amount of bandwidth to compress it, which has the effect of converting it into a binary file, which must be uuencoded to be posted. This makes the binary group the most appropriate place to post this file. So, when can those of use who don't have ftp expect to see this list show up on c.b.i.p??? (Soon, I hope, before it is completely out of date.)
