Inside Macintosh says that PopUpMenuSelect can pop up a menu "anywhere on
the screen".  Yet no matter that vertical-position parameter I give it, the
menu doesn't appear any closer than about 30 pixels from the top of the
screen.  Did the Apple Human-Interface Police do this to prevent the user
from confusing popup menus with normal menus, or what?
