Here's my guess at the cause. Occasionally, you might notice in a Finder list view window that a file is listed as smaller than it really is. This often happens when downloading a file with a terminal emulator. (I guess the Finder notices the new file and remembers its initial size and doesn't update it.) You can get the Finder to update the size by selecting the file and choosing Get Info. I think that if you try to copy a file like this, then you get the stange behavior in the status dialog. I guess that the Finder computes the mapping between bytes copied and percent done based on what it thinks the size is, and things go wrong when the file ends up being larger than it expected.
