At our site we are using one to convert hebrew documents into hebrew TeX documents. It runs quite well and the users seem to be pretty happy about it. Personally, I tend to prefer writing LaTeX, using predefined styles and the emacs editor with my own custom functions. While this would tend to be a bit more than what your average non-hacker user would want to handle, it is possible to prepare form types for him and have him merely input the arguments and text.
