The best price I have found for 11 by 11.5 inch paper is from the NFB.  They
sell 1300 sheets for $39.00.  I buy my 8.5 by 11 from American Thermoform.  I
think it is $32.95 or thereabouts.  Not as many places carry the smaller paper.
 
Can I interest you in a good translator???
