I believe that the actual meanings are :

   Def-Con 5 : Peace
   Def-Con 4 : Alert (Cancelling of military passes, increased
                 mobilization, etc. . .)
   Def-Con 3 : Full mobilization (All ships / subs to sea, aircraft
                 at ready 5, etc. . .)
   Def-Con 2 : Conventional war
   Def-Con 1 : Nuclear war
