Has nothing to do with Bell.  It's the decision of The Backbone Cabal
that Inews check the content-added vs contnet-included ratio and boune
messages that don't add more lines than they quote.

This is popularly known as "the fascist inews" and your sysadmin can
fix it by deleting a couple lines of code.
