I am trying to install emacs on a Sun3/60 running SunOS 4.0.3_EXPORT

I keep on getting the following messages.

cd etc; make  all

I've read etc/SUNBUG and I've deleted the files it said to but I can't find
the rest of the files talked about.  Can anybody give me a hand?
