But as the algorithm is public its quite possible for people elsewhere to write their own implementation, and people in Australia, Finland, the UK and (no doubt) many more have done so. At least two are public-domain. So I could export them where I like. But you (Matthew in California) couldn't. It doesn't make sense, but its a Government regulation, it doesn't have to.
