I'm new to NTP, and I'm currently trying to implement NTP at my site.
I don't have a connection to the Internet, but I'm trying to set
things up to sync to one system, and perhaps add Internet later.

Unfortunately, I can't seem to get things to sync on the NTP server,
my server says it's running Symmetric Passive, and so do the clients.

Perhaps I've messed up on the /etc/ntp.conf file, but I need a 
good example file to work from.  Anyone have one that they'd care
to donate?
