That's exactly what they are -- public domain hardware. Not that the Medusa stuff is likely to be PD. It sounds like the BBS versions are pirated. It also sounds like it would be very difficult to use even the commercial version ethically, unless Atari licenses TOS for use on non-Atari hardware.
