When the 48 is turned off, it computes checksums for all of memory; when it's turned on, it recomputes the checksums to find out whether memory contents have changed, requiring additional memory integrity checks and reconfiguration. The Equation Library does have configuration code that auto-attaches its libraries to the home directory, but the execution time is negligible.
