Since I've been giving out a lot of homework lately...

Here's one for those people who think that they're TeX wizards to
puzzle over:

Under what circumstances does

\def\foo{\ifbar \fi}
\newif\ifbar

work differently from

\newif\ifbar
\def\foo{\ifbar \fi}

I can think of at least two distinct cases. Note that answers
will *not* involve changing a single character of the above pairs
of lines.
