Not unless they implemented it themselves or grabbed Peter Honeyman's changes to HDB to implement it. The only grading supported by the versions of HDB distributed by AT&T as part of S5R3.x source distributions is the ability to specify a grade for a job and have it transferred, in a given UUCP session, before jobs of lower grades are transferred; the ability to limit the transfer of some grades to specific times is *not* implemented.
