I'm using a scrollbar as a valuator in my program, and I've noticed
that the elevator on the scrollbar is out of sight when the bar
is at 100%. Is this a feature or a bug? It seems more like a
bug to me, since it makes the bar look inactive - no visible
elevator. Maybe there's a logic to this that I'm missing??
