Is it possible to do the following in twm?

I would like to have twm menu definition "system wide" so that each user
could do something like:

#include "<file-with-system-wide-menu-definition>"

in his own .twmrc . 

Note that I am not interested in a system wide .twmrc as I want to
leave to the user the possibility of customizing some stuff.
