I don't know for sure, but two things come to mind.  One is that at 1.1
there should be available a meta-language for describing new widgets for
UIL.  The more likely explanation though is that someone has written
a preprocessor for UIL to hide the syntax from the user.  I know that
was *my* first thought when I saw UIL.
