I am having a problem getting news articles posted.  I have two news feeds
that are sending me news.  They are one hop from a backbone, so I do not
forward any news to them.  When I postnews, it is only sent locally, not
through either of news feeds unless I put 'all' in the sys file for one
of them.  This also causes news to be batched to that feed that was received
from the other feed.  Is there a way I can post news without having 'all'
in my "sys" file?  Here is my "sys" file.  What do I need to change?

ico:world,none,to.ico:F:
boulder:world,none,to.boulder:F:
