To answer Andy Glew's question about latency, the Fried paper (Opt. Eng., Oct. 1986) gives a quick comparison of electrical and optical interconnect, and quotes 2-3 ns for electrical vs. 3-4 ns latency for optical interconnect for some 'typical' interconnects at 1 GHz.
