SunOS 4.1's "csh" is 8-bit clean (modulo bugs); System V Release 4's is
based on it, and as such should be 8-bit clean as well.

From Sun or AT&T.  I don't know if the changes were sent back to
Berkeley or not; the intent was, at least at one point, to do so.
