FIPS 151-1 is based on IEEE std 1003.1-1988 while ISO 9945 is based on (is identical to) IEEE std 1003.1-1990. There are a number of technical changes which could cause a program that worked under 151 to fail under ISO 9945. ISO 9945 also has various options. FIPS 151-1 mandates the setting of these options.
